TRADITIONAL PROCLAMATION OF THE TRANSITION OF HIS EMINENCE AKWA EDIDEM (DR.) AKPABIO UDO UKPA , JP, FCE , OKU IBOM IBIBIO III BY HRM EDIDEM APOSTLE (DR.) NTOENG UDO EFFIONG AKPAN , JP , AMB.P.POP, ETEBOM INI, VICE PRESIDENT IFIM IBOM IBIBIO, FRIDAY 27TH JANUARY, 2017. PROTOCOL : Ibibio isongo-o, Ibibio isongo-o, Mboho Afid Ibibio isong idem-o. You are welcome to Asan Ibibio , the ancestral Meeting Place of Ibibio Nation in Akwa Ibom State , Nigeria. The family of our Supreme Traditional Ruler has informed Ifim Ibom Ibibio, The Supreme Traditional Ruling Council of Ibibioland , that The Great Iroko Tree is no more standing upright !!! In other words , we have been told that Akwa Edidem (Dr.) Akpabio Udo Ukpa , JP, FCE, Oku Ibom Ibibio III , has joined Ibibio Royal Ancestors. Ifim Ibom Ibibio received this news with great sadness. We joined others and celebrated his 91st Birthday in June 2014 inside Mboho Mkparawa Ibibio edifice – The Udo Udoma Hall . We celebrated with pomp and pageantry and thanked God for keeping him for Ibibioland. It has now pleased the same God Almighty to recall our Supreme Ruler for a permanent stay with our Ancestors. Born on 29th June, 1923 into the Royal Family of Obong Udo Udo Ukpa of Ikot Edor , Oniong Clan , ONNA Local Government Area of Akwa Ibom State, little Akpabio enrolled into the Methodist Central School , Ibekwe , where he obtained his Standard Six Certificate. He attended and graduated from Methodist Boys High School , Oron , where he sat and passed in flying colours , the Cambridge School Certificate Examination. In 1958 , he attended the University College , Ibadan and obtained a Certificate in Local Government Administration and Diploma in Local Government Management. He was a Traditional Ruler with extraordinary presence. From the position of Eteidung (Village Head) , he rose to become Etebom (Clan Head) , Edidem (Paramount Ruler) and Akwa Edidem i.e Oku Ibom Ibibio. He was proclaimed and later presented to Governor Obong Attah as Oku Ibom Ibibio III in April 2007. He refused to be Coronated immediately , insisting that his Coronation should only take place after the final Obsequies of Oku Ibom Ibibio II, Usonyin Okon Ekpo Ekpo. While Ibibio was anxiously awaiting the great Day of Coronation , contemporary political Issues caused a Rift in Ifim Ibom Ibibio which led to the formation of a breakaway group . This group went to Court to stop him but the Court ruled that Akwa Edidem Akpabio Udo Ukpa was Oku Ibom Ibibio III and was properly Crowned on Friday , 13 January , 2012. Ifim Ibom Ibibio was created in 1978 and by the Consent of the entire Ibibio people , a written Constitution was adopted in 1988 by all Village Heads, all Clan Heads, all Paramount Rulers on behalf of every Ibibio person in perpetuity. It will equally need the Assembly and Consent of all these Rulers to proscribe or change the name “IFIM IBOM IBIBIO”. Reading through the Constitution, you will notice that our founding fathers made such a change to exist only in the realm of Imagination. Every Clan Head , every Paramount Ruler is a bona fide member of Ifim Ibom Ibibio. His Eminence, (Dr.) Akpabio Udo Ukpa successfully led Ibibio through very difficult times and left great Strides in the sand of time. You will be provided with a full dossier of his Strides during the obsequies. Well done our great Father . Continue your well deserved rest with your Creator and Ancestors. We look forward to the Reign of Oku Ibom Ibibio IV. Signed : Edidem Udo Joe Ntuk Obom XII - Paramount Ruler of Ikot Abasi Local Government Area. For : HRM Edidem Apostle (Dr.) Ntoeng Udo Effiong Akpan, JP, Amb. P.POP, Etebom Ini , VICE PRESIDENT , IFIM IBOM IBIBIO.

BEFORE the advent of the 1999 constitution, the principle of derivation was subjected to severe
and whimsical gerrymandering by the various Presidents and Heads of State that had ruled
Nigeria. This was due to the fact that, though the principle had been acknowledged and accepted
there was no governing formula. Up till 1970, derivation stood at fifty percent. Decree No.113
of 1970, put forward by the late sage Chief Obafemi Awolowo and promulgated by General
Yakubu Gowon (Rtd) reduced it to 45 per cent and at the same time appropriated the entire
offshore oil revenue to the federal government.

The publication of Chinua Achebe’s new book, There was a country: A personal history of Biafra, has in my opinion generated a lot of political criticisms on some of the issues raised in the text. The most topical are those that focus on the roles of General Gowon and Obafemi Owolowo in the civil war. I choose to use the expression ‘civil war’ and not Biafran war because the notion of Biafran war seems to imply that Biafra waged a war with herself, whereas the notion of civil war points to the fact that a section of one country waged a war against another section of the same country, which is exactly what happened in the Nigerian situation. This interpretation is consistent with the idea of “There was a country.”

Chinua Achebe, one of Nigeria’s foremost literary artists was the first to use the expression “Things Fall Apart” within the context of African literary discourse and output. But in the world’s literary arena, the expression is traceable to William Butler Yeats’ poem “The Second Coming.”  The text reads: “Turning and turning in the widening gyre. The Falcon cannot hear the Falconer. Things fall apart; the centre cannot hold ….” In Nigeria’s literary history Achebe was the first to use the expression and since then he has been revered as the ‘father’ of Things Fall Apart. Achebe in his own usage of the expression used it with a different context and connotation from Yeats.
