PROTOCOL
It gives me a great pleasure to present the Second Distinguished Lecture of the Ibibio Academics Roundatable to mark the Silver Jubilee of the creation of Akwa Ibom State. The State was created on September 23, 1987 and celebrated its Silver Jubilee on September 23, 2012. Last year the Public Lecture was presented by Monsignor Professor Sylvanus Udoidem on the topic The Ibom Phenomenon in the Evolution and Development of Akwa Ibom State. The focus of the Lecture was on the significance of Ibom as the cradle of Ibibio civilization and as a unifying force among Akwa Ibom people who consider Ibom as a source of their origin and the supreme Ibom; that is, Akwa Ibom as their land and location today.
The topic for this year’s Lecture was supposed to be The Afaha Factor in the Settlement and Development of Akwa Ibom State. The focus of the topic was on Afaha as a mechanism of inter-group relations in Akwa Ibom State. Afaha families also exist in every Local Government Area in the state; just as Ibiaku families exist in every Local Government Area of the State. Therefore, Afaha and Ibiaku are potent instruments of unity, solidarity and development in the state.

Let me begin by thanking the organizers for the honour done to me by inviting me to come all the way from Nigeria to be part of this Global Congress of Ibibio people. I accepted the invitation out of my deep sense of commitment to the cause of Ibibio people. I had wanted to address the Congress in Ibibio language, but I was informed that there are a lot of Ibibio people present who cannot speak or understand Ibibio language so I have to suffer the agony of speaking to Ibibio people with the idioms that are foreign to them.

You have asked me to speak on “The Ibom Phenomenon in the Evolution and Development of Akwa Ibom State.” First, because, your concern has also to do with the development of Akwa Ibom I have the liberty of extending the coverage of my address to include Akwa Ibom academics. Sometimes I might use the expression Ibibio academics interchangeably with Akwa Ibom academics. After all what is of Ibibio is also of Akwa Ibom.

I am grateful to you for the opportunity to be part of this great colloquium as the Lead paper presenter. By that you have made my paper in the Ibibio idiom the Abe-h iso inyang, ase mmono enyin mmong. I do hope that my paper will not bkho mmong, rather it would lead in the right direction so that the subsequent discussions would shed more light on “The Ibom Phenomenon,” its evolution and its role in the development of Akwa Ibom State.

Ibibio people in Akwa Ibom State are structured into six (6) Divisions, shown below in alphabetical order :  Eket – Etinan – Ikono – Ikot Abasi – Itu – Uyo.

Ifim Ibom Ibibio is the Supreme Traditional Ruling Council of the Ibibio people. It is  made up of Paramount Rulers and Clan heads with voting Rights. Some Socio-cultural organizations and Prominent sons of Ibibio are non-voting members.

Oku-Ibom is the Supreme Traditional Ruler of Ibibio people. He is their Patriarch. He is the President of Ifim Ibom Ibibio. He must be a Paramount Ruler. His successor is his Deputy who must be a paramount Ruler from the Division that is next  in alphabetical order to the one of the Oku-Ibom. The Deputy is selected by the Paramount Rulers. When the Oku-Ibom joins Ibibio ancestors, the Deputy, by Ascension , becomes the next Oku-Ibom by Proclamation of the Paramount Rulers.  Where a Division fails or refuses to produce an Oku-Ibom, the chance passes to the next Division in alphabetical order and so on and so forth.
